China: He Zili is an 11 year old child who has spent several years of his life being chained by his own family like a dog. At age 1, after injury in his head, the child had begun to develop tendency to harm himself and others. Hence, the family had no choice but to chain him to avoid mishaps.

Zili’s mother had died of cancer; hence the young boy is left for look after on his old grand father and father. One is physically disabled while the other is intellectually handicapped.
This is a story of the Xinjiang province of rural China. The inhumane treatment with disabled people shows behind Chinese people is in moral standards.
China’s Centre For Mental Health shows as many as 100 million people to affect with the mental illness in year 2009. Health concern was a major issue in the year, indicate the statistics.
In rural China, there are only 1.5 psychiatrists and 2.2 nurses for 100,000 sufferers. While, presently figure for the victims is around 160 million.

Globally there are much medical assistants to look after such cases. But, the rural China shows quite a contrary picture.
